IT News on October 7th: Microsoft product manager Niels Rott ( Niels Laute ) posted a tweet on the X platform on October 5th, announcing that PowerToys is about to launch a brand-new welcome interface ( Welcome screen ). This interface features 60 FPS high-frame-rate animations, providing smooth visual effects and rapid responsiveness.

Laut is currently mainly responsible for PowerToys and WinUI. In his latest tweet, he mentioned that the new welcome interface relies on Windows Composition technology. Public information from the IT website shows that Composition is one of the underlying technologies of WinUI, supporting developers in rendering visual effects and controlling UI controls.
Laut further explained in the PR pull request on the GitHub platform that the animation is named Warp, and that it replaces the static main image of the "Welcome to use PowerToys" startup experience (OOBE) page with an interactive animation scene based on Windows Composition.
The animation timeline for “Warp” is approximately 2 seconds long; there is no need for a timer. It is scheduled to be completed within a single frame through the delay of “Composition”. Thirty-five tool icons fly in from deep behind the logo along a 3D perspective, with each icon trailing a trail consistent with the brand color. At the same time, about 70 neutral-colored stars streak past the viewer's eyes. The logo then falls onto the stage at a ratio of 2.6 times its original size, triggering a burst of white light, a brand halo effect, and the rise of a light dome. Subsequently, the title, description, and operation cards appear in sequence.
Upon first entering the welcome interface, each OOBE window plays the full version of the “Warp” animation. Subsequent visits only display a simplified and stabilized animation lasting about 450 milliseconds. When the Windows system turns off the “animation effect,” the scene immediately presents its final state, with no static motion, tilting, or zooming.
