IT News on October 1st: Japan's largest power supplier, JERA (J-TEC), signed a memorandum of understanding with Dell (Dell) and sovereign artificial intelligence infrastructure developer RHAELM today local time. The three parties will jointly develop a standardized framework for the construction of artificial intelligence infrastructure in Japan.

The first data center under this memorandum will be located in Chiba Prefecture, on the east side of Tokyo. With a designed capacity of 400MW, it will be the largest single data center site in Japan, and the total investment is expected to exceed 15 billion US dollars (Note from IT: The current exchange rate is approximately 100.753 billion RMB). Apollo will provide investment and financing support for this project.
This AI data center is located near the JERA own thermal power plant and uses post-meter power supply. As a result, the construction and approval time for its supporting power infrastructure have been significantly shortened, and the site is expected to be online and operational by 2028.
JERA and RHAELM also plan to expand this model to other JERA sites, with the goal of achieving multi-GW level AI infrastructure capacity by the 2030s.
