The UK FCA releases a draft regulatory guideline for DEFI to solicit opinions

According to CoinMeta, the UK Financial Conduct Authority (FCA) released a draft regulatory guideline on October 21st (link: /7) seeking public feedback. The guideline aims to clarify how existing operational resilience and financial crime prevention requirements apply to regulated institutions that use certain technologies, with a focus on smart contracts, cross-chain bridges, oracles, and third-party dependencies, as well as anti-money laundering (AML), customer due diligence, and transaction monitoring. The FCA emphasizes that using these technologies does not automatically exempt organizations from regulatory licensing requirements. The purpose of this guideline is to interpret existing rules, rather than impose new regulatory obligations. The document indicates that from January to August 2026, transactions involving these technologies accounted for approximately 14% to 19% of global crypto spot trading volume. The feedback period will close on November 18th, and the final guideline is scheduled to be published in the first quarter of 2027.
