This is the most important signal issued by California in terms of state-level AI governance since the SB 1047 veto. The bill requires "frontier developers" to submit security reports before deployment and applies to developers with an annual income of over $500 million or those who train models with at least 1026 FLOPS. Violators face fines of up to $1 million. The voting results show that, in the absence of federal action, California's legislative body has found political durability in AI regulation.
