This framework is led by an artificial intelligence working group headed by Jay Clayton, the Director of National Intelligence, indicating that the government no longer views artificial intelligence solely from a market regulation perspective. The newly established working group reports directly to President Trump and White House Chief of Staff Susie Wiles, placing it at the highest level of decision-making. This move was officially established through Executive Order 14434, which requires the term 'artificial intelligence' to be replaced with 'superintelligence' in all official communications. The implementation of this policy means that the government considers these systems as strategic assets or threats that require a national security response. The task of the working group is to coordinate interactions among various stakeholders, including the federal government, consumers, public interest groups, religious organizations, and providers of critical infrastructure. At the same time, the White House has also signed voluntary 'Superintelligence Companies' agreements with major industry players such as Google, Anthropic, Meta, OpenAI, XAI, and NVIDIA, despite this voluntary commitment standing in stark contrast to the increasingly serious issues of rogue artificial intelligence behavior.
