Matt Hougan: The setback of the Clarity bill brings short-term benefits to four crypto sectors
2026-10-03 14:13:17
According to CoinMeta, Matt Hougan, the Chief Investment Officer of Bitwise, analyzed that after the procedural vote in the Senate on September 15 failed to advance the Clarity bill, four sectors gained an advantage: Stablecoin platforms retained their ability to offer balance rewards to customers; the original bill imposed a maximum fine of $5 million for violations; exchanges such as Coinbase and Kraken retained their advantage of combining state-level licenses with brokerage services; and tokenization platforms benefited from the exemption from buybacks for five-year tokenized stock transactions on September 17. As of September 30, NEAR rose by 104%, Uniswap by 49%, Pump by 19%, and HyperLiquid by 15%.
