The US Commodity Futures Trading Commission plans to include event contracts in the definition of swaps

According to CoinMeta, on September 28th, the U.S. Commodity Futures Trading Commission submitted two proposed rules to the White House, aiming to include event contracts within the definition of "swaps" and to exclude casino-style gambling products. The first rule will be open for public comment, while the second is a temporary final rule that is scheduled to take effect after its release, followed by a period for comments. The text of the current rules has not yet been made public. The definition of swaps is at the center of jurisdictional disputes between predictive markets and state-level gambling regulatory agencies. Recently, the Sixth Circuit Court of Appeals ruled that certain sports contracts do not constitute swaps, the Third Circuit Court supported another view, and the Ninth Circuit Court favored the state of Nevada. New Jersey has requested the U.S. Supreme Court to resolve the disagreements between the circuit courts.
