According to CoinMeta, Federal Reserve official Christopher Waller discussed in detail at a meeting on SIBOS in Miami on September 29, 2026, the three major obstacles faced by AI agents when making expenditures on behalf of businesses and consumers: authentication, liability, and fraud. He pointed out that the key to authentication lies in whether the agent is authorized to make payments on behalf of the buyer; the issue of liability is who will bear the consequences when an agent makes a wrong purchase; and fraud requires recalibrating the existing systems to accommodate high-frequency machine behavior patterns. Waller emphasized that trust is the biggest obstacle to the expansion of the agency business and noted that these challenges are market structure issues, not mandatory requirements from the Federal Reserve.
