According to CoinMeta, the Financial Department of the U.S. Securities and Exchange Commission (SEC) issued a Q&A on cryptocurrency assets on September 25th, covering topics such as token repurchases, network development, staking certificates, and secondary market trading platforms. The document states that when issuers describe repurchases as a means of generating revenue, repurchases of staking certificates that are linked to digital commodities not governed by investment contracts may be considered digital tools that prove ownership of the underlying assets. Such staking certificates, issued by protocol-based liquidity service providers, could constitute digital commodities. The SEC emphasizes that this document is merely guidance for employees and does not constitute new regulations, nor does it change existing laws.
