Russia plans to establish a regulatory framework for cryptocurrencies; illegal operations may face criminal liability

According to CoinMeta, Russian Deputy Finance Minister Ivan Chebeskov stated that Russia will establish a regulatory framework for cryptocurrencies. The country has 20 million cryptocurrency users, with a total investment of about 3.7 trillion rubles by residents, and a daily trading volume of around 50 billion rubles. Starting from July 1, 2027, the minimum own capital requirement for non-bank cryptocurrency exchangers will be reduced to 15 million rubles. Organizing the circulation of cryptocurrencies without permission may result in criminal liability, except for individuals disposing of their own cryptocurrencies. Russia will require tax residents to declare cryptocurrency transactions outside of the regulatory system and will also study the feasibility of issuing a domestic stablecoin.
