The latest Draper Innovation Index shows that states' attitudes toward digital assets and emerging technologies are increasingly influencing the flow of startups and venture capital. Texas and Oklahoma have risen in the rankings, while traditional tech hubs like California and New York have fallen.

Texas rises to fourth place

Updated data from March shows that Texas rose to fourth place in the U.S. rankings, surpassing Wyoming. The index attributes this change in part to overall venture capital investment growth, increased funding for crypto and blockchain-related projects, and a rise in the number of new businesses.

Oklahoma also saw a significant increase in this round of growth, rising to 15th place. The state experienced rapid growth in the number of startups and increased venture capital activity related to crypto.

California and New York's rankings declined.

In contrast, California fell to 31st place, and New York to 49th. The index suggests that while these two states have large economies and strong innovation foundations, the slowdown in the formation of new businesses has dragged down their overall performance.

New Hampshire ranked 3rd, despite ranking only 40th in GDP and 42nd in population. The index emphasizes that the tax environment and more entrepreneurial-friendly policies sometimes have a greater impact on business location choices than the size of the economy itself.

Policy environment influences capital flows

Tim Draper argues that innovation typically flows to regions with fewer barriers for entrepreneurs. He believes that entrepreneurs will choose to leave when taxes rise, regulatory burdens increase, and policies no longer encourage risk-taking.

The index also noted that Canada dropped from third to fifth place, with other regions also experiencing declines due to instability and capital outflows. According to the index, cryptocurrency and blockchain adoption, as well as policies supporting business formation, are becoming crucial factors in determining where the next generation of startups will locate.
