Can Republican Congressman Brian Fitzpatrick, a moderate who doesn't strongly side with Trump, hold onto Pennsylvania's swing district?

Against the backdrop of declining support for Trump, inflation, and a closely contested election situation, Republican Representative Brian Fitzpatrick from Pennsylvania's 1st Congressional District is facing challenge from Democrat Bob Harvey. Despite Fitzpatrick's long-term strong performance in this district, Democrats are increasing their efforts in an attempt to turn the tide in this race for a House seat that is considered crucial.

During his nearly 10-year tenure in Congress, Representative Brian Fitzpatrick ( Brian Fitzpatrick ) has consistently presented himself as a moderate Republican member of Congress, acting independently of party disputes and willing to go against the grain with President Donald Trump ( Donald Trump ).

This approach has enabled Fitzpatrick – who, according to his hometown newspaper, is one of the most moderate members of Capitol Hill – to win over swing voters and to consistently outperform his own party in a highly competitive district that voted for Joe Biden in 2020 ( Joe Biden ) and for Kamala Harris in 2024 ( Kamala Harris ). However, with Republican candidates facing overall setbacks nationwide this year due to Trump’s influence, Fitzpatrick is now facing a strong challenge from Democrat Bob Harvey ( Bob Harvie ) in Pennsylvania’s 1st Congressional District, which tests whether his personal brand can continue to be effective in this unfavorable national political environment.

Fitzpatrick said about CNBC: “Brian Fitzpatrick is just Brian Fitzpatrick. I’m not Donald Trump, nor am I anyone else. That’s how voters should see me.”

He also said, "I am not satisfied with [Trump]. I am not satisfied with his tone. I don't think he did his job well. I believe that leaders should unite the country and bring the people together. He failed to do that."

The rivalry between Fitzpatrick and Harvey takes place amid a decline in Trump's support ratings, the ongoing Iran war, and rising consumer prices. This race is for one of over 40 House seats that are seen as potentially up for grabs in the election on November 3rd, which will determine control of Congress in the final two years of Trump's presidency. Voters in Pennsylvania tend to reflect the overall national trend, and since the state is located on the East Coast of the United States, Fitzpatrick's constituency will receive extra attention as the results of the voting are gradually announced.

The Democrats are on the offensive, pouring funds into districts that were previously considered difficult to win over—including Fitzpatrick's district—this campaign may show that the Democrats can succeed not only in the most vulnerable seats.

However, it is still considered a long shot for Harvey to win. Earlier this month, Cook Political Report, under Amy Walter, downgraded the rating of this electoral race from “Likely R” to “Lean R”, shifting towards the Democratic Party. Erin Covey, who is responsible for reporting on the Cook Report House of Representatives election campaign, described Fitzpatrick as a “whale” for the Democratic Party.

As part of the Democratic Party's final efforts to bring down Fitzpatrick, Harvey held a rally in Bucks County earlier this month alongside House Minority Leader Hakim Jeffries ( Hakeem Jeffries, a Democrat from New York State), as well as Pennsylvania Democratic Governor Josh Shapiro ( Josh Shapiro ).

After the rally, Jeffries told reporters, "This is an extremely important state. This federal state is a key swing state, and Bucks County is an important swing county within it. Therefore, this is a crucial electoral campaign."

Fitzpatrick grew up largely in Bucks County, which comprises most of the constituency. He was once an FBI agent and succeeded his brother Michael ( Michael ) in becoming elected in 2017. He is co-chair of the bipartisan "Problem Solvers Core Group" ( Problem Solvers Caucus ), and according to a recent analysis of his voting record by The Philadelphia Inquirer, he has opposed the White House and his own party's positions more times than any other Republican member of the House of Representatives this term. The newspaper previously expressed its support for Harvey earlier this month.

As the White House has adopted a more moderate tone towards Russia in recent weeks, Fitzpatrick, who is one of a group of bipartisan legislators, has also publicly expressed dissatisfaction. Last week, he led the initiative to propose a bill aimed at overturning Trump's recent approval of the purchase of Russian diesel by the United States. At the same time, after Ukrainian President Volodymyr Zelensky ( Volodymyr Zelenskyy ) reported that related services had been downgraded, Fitzpatrick also signed a bipartisan letter urging the Department of Defense to restore satellite communication services that are crucial for Ukraine's defense. The New York Times reported that Fitzpatrick also threatened to push for the dismissal of the American officials responsible for this delay.

Fitzpatrick is seeking his sixth term in the House of Representatives, and for most of his career, he has easily repelled challenges from the Democratic Party. Christopher Nicholas, a Republican consultant from Pennsylvania ( Christopher Nicholas ), said that Fitzpatrick “is one of the most moderate members of the House.”

The Covey of Cook Report said, "If the Democrats can defeat him in this round, it will definitely be a great victory night for them."

Harvey portrays Fitzpatrick as a rubber stamp for Trump and questions his so-called image of bipartisan cooperation. Although Fitzpatrick is one of only two Republicans to vote against the final version of the Republican Party's landmark tax and spending bill for 2025, he had previously voted in favor of earlier versions of the bill in the House of Representatives. It was this version that sent the bill to the Senate and facilitated its ultimate passage. Fitzpatrick stated that he supported the initial draft of the bill but opposed the healthcare subsidy cuts (Medicaid) that were later added in the Senate.

Harvey also pointed out Fitzpatrick's inconsistent record on tariff issues. Fitzpatrick voted in favor of overturning Trump's tariffs on Canada, but he also sided with most Republicans in procedural votes to limit Congress's ability to challenge some of the president's tariffs. He also voted in support of a controversial electoral bill, “SAVE America Act”, which was backed by Trump and required voters to present identification and provide proof of citizenship when registering to vote. He also supported a controversial Republican immigration proposal, as well as Trump's proposal to rename the Gulf of Mexico as the “Gulf of America” (Gulf of America).

Harvey said to CNBC, "In our country's economic issues, people are suffering. The government has completely detached itself from the people it is supposed to serve. Internationally, we have never been so weak and so isolated... And all of this is because of Donald Trump, as well as people like Brian Fitzpatrick, who just let him do whatever he wants."

Nevertheless, Fitzpatrick is still considered a strong contender to win. However, Britt Krampey ( Brit Crampsie ), a strategic expert for the Democratic Party in Pennsylvania, stated that this time the Democrats have a stronger candidate in Harvey compared to previous election cycles.

Crampsy said, "Bob Harvey's experience from being a teacher to a local official has given him a deep connection with this community, and he is very representative of it. He knows Barks County well, and he is also very well-known."

In addition to Trump's low support rates and voters' concerns about the economy, Fitzpatrick and other Republicans in Pennsylvania also have to face one of the most popular governors in the country, who is at the top of the ballot rankings. According to recent polls, Shapiro is expected to win re-election easily. Covey states that in Fitzpatrick's constituency, Shapiro is also predicted to win with a double-digit margin.

There are three other closely contested races in Pennsylvania that could collectively determine control of the House of Representatives. Two current Republican members of Congress – Ryan McKenzie from District 7 ( Ryan Mackenzie ) and Scott Perry from District 10 ( Scott Perry ) – are both seeking re-election in races rated “ Lean D ”. District 8, where Republican Congressman Rob Brensnahan ( Rob Bresnahan ) represents voters, is rated as “tightly contested” ( toss up ) by Cook Report .

However, Fitzpatrick pointed out that in 2022 he won nearly 55% of the votes in that constituency. Even though Shapiro obtained 59% of the votes in that area at that time, he believes this indicates that his voters were fully willing to distribute their votes among different candidates.

There aren't many independent public polls regarding this constituency, but an internal survey conducted by Harvey's campaign team, commissioned to Global Strategy Group, showed a tie between him and Fitzpatrick. In September, a poll conducted by Public Opinion Strategies for the National Republican Congressional Committee (NRCC) and Fitzpatrick's campaign team indicated that the incumbent member led by 9 percentage points. A poll released on Sunday by The New York Times, The Philadelphia Inquirer, and the University of Siena showed Harvey leading Fitzpatrick by a narrow margin of 48% to 46%, still within the range of statistical error.

Recent external expenditures also indicate the fierce competition in this election campaign.

According to AdImpact data, since the beginning of October, the Democratic National Committee ( DCCC ) has pledged to spend over $1.5 million on television advertisements in this district, and the main Democratic super PAC for the House of Representatives has added another $7.5 million. Prior to this election, neither of these organizations had purchased television advertisements in this district since 2020.

The Republican side is also investing funds to solidify Fitzpatrick's advantage. According to AdImpact data, the main Republican super PACs in the House of Representatives, Congressional Leadership Fund and NRCC, have pledged to spend slightly less than 5 million dollars and slightly over 1 million dollars on advertising in this district, respectively. In addition, Trump's super PAC, MAGA Inc, recently purchased 100,000 dollars worth of advertising in this district against Harvey, based on documents submitted to the Federal Election Commission (FEC) on October 12th.

Eugene DePasquale, the chairman of the Democratic Party in Pennsylvania ( Eugene DePasquale ), said to CNBC: "This is how you know where his loyalty lies. Donald Trump and MAGA Inc. They came in and spent 100,000 dollars to bail him out because they know that in a real crisis, he will be loyal to them."

According to the FEC document, as of October 14th, Fitzpatrick had over $709,000 in campaign funds, while Harvey had just over $409,000 in cash on hand, giving Fitzpatrick a clear advantage in fundraising.

NRCC Spokesperson Reilly Richardson ( Reilly Richardson ) mentioned this fundraising gap, stating that Harvey's "campaign has stagnated" and that he is in a "clear cash disadvantage."

neocloud's stock price continues to decline. CoreWeave and Nebius both fell by more than 30% in the past month, and continued to decline before trading on Monday. The main reason is market concerns that they have taken on too much debt to build more data centers. Musk posted on Sunday evening questioning the business model of neocloud, stating that the debt market has almost cut off financing channels for companies that lack independent revenue from AI data centers, and predicted that more than 200 neocloud will face "baby fish-level mortality" and integration.

Will the price of XRP fall before the unlocking in November?
CoinPedia reports that the 106 monthly unlocks since January 2018 have not consistently led to a decline in XRP. Ripple plans to release 1 billion XRP on November 1st, but in recent months, about 700 million of them are usually re-locked back into custody within a few hours. Historical data also shows that the performance of XRP during the unlock weeks is not necessarily weaker than during non-unlock weeks.
