Menna was once a technical expert for the National Security Agency and also a staff member of the Congressional Joint 9/11 Inquiry ( Joint Congressional 9/11 Inquiry ). He stated that this book provides the only first-hand, working-level record of the decline of NSA in the years leading up to the terrorist attacks on September 11, 2001, as well as the subsequent congressional investigations.
Menna worked at NSA for 17 years, during which time he described it as a period when the organization underwent transformation and ultimately suffered damage. The book traces how NSA evolved from being one of the leading intelligence agencies in the United States in the 1980s to an agency with reduced budgets, unclear mission priorities, and continuous leadership mistakes after the end of the Cold War. The memoir also details how the agency struggled to keep up with rapidly changing technologies and emerging threats. Subsequently, Menna joined the office of a U.S. senator as a congressional scholar, observing the daily operations of Congress from a grassroots perspective.
The second part of this book recounts the experiences of Menna after joining the congressional joint 9/11 investigation team. The purpose of this investigation was to determine what had gone wrong prior to the most severe terrorist attacks on American soil. He describes the power struggles, political games, and personal tensions that occurred within the closed-door investigations, all of which took place outside of the cameras and press conferences. Menna was responsible for writing the technical aspects of the investigation report and testified before the congressional hearings.

About the Author:Art Menna has nearly forty years of experience in the U.S. intelligence community, which serves as the foundation for his writings. He began his career at the National Security Agency (NSA) and worked there for 17 years during a period of significant transformation in the U.S. intelligence system. He holds a Bachelor's degree in Electrical Engineering from Case Western Reserve University, with a minor in Economics, as well as two master's degrees. In 2002, he was selected to join the Congressional Joint 9/11 Inquiry team to investigate intelligence failures prior to the 9/11 attacks and contributed to the technical portion of the final report of that inquiry. Subsequently, he also supported military intelligence projects at the Pentagon.
Menna was born and raised in the suburbs of New York City and now resides in Arlington, Virginia. He has spent his life observing the world and has visited over 55 countries, experiences that have shaped his broad perspective on global security and American governance.
