According to CoinMeta, and as reported by foreign media, the five major European defense spending countries will warn that Russia represents the most urgent and long-term threat to European security, and pledge unwavering support for Ukraine. A draft joint statement from France, Germany, Italy, Poland, and the United Kingdom ( E5 ) states: "Russia continues to wage war against Ukraine, while also continuously violating the airspace of allied countries, carrying out sabotage activities, and increasingly launching multi-faceted hybrid attacks." The ministers also plan to state that Europe "must take greater responsibility for its own security." The statement is expected to be released after a meeting to be held in Paris on Monday. The draft emphasizes that the United States will still be an "indispensable ally" for Europe, and points out that "taking greater responsibility must begin with enhancing the capabilities and status of European allies within NATO." The draft suggests that EU regulatory and financial resources can help member states achieve their defense construction goals. However, it also emphasizes that EU defense efforts should strengthen NATO, rather than duplicate NATO's work, and should continue to be open to member states outside of NATO.
