Solana and Hedera differ on the exemption standards for securities tokenization

According to CoinMeta, Solana and Hedera have differing opinions regarding the securities tokenization innovation exemption mechanism introduced in the United States by SEC. This mechanism has sparked industry controversy, with the focus on which blockchains meet the criteria of being "public and permissionless." Eligible companies can operate tokenized U.S. stock trading platforms under specific requirements without having to register as traditional stock exchanges. Currently, TSV LLC, OKXICE, and Kephas Corp have notified SEC that they plan to use Canton Network or Ethereum Layer2 to conduct their business, respectively. Solana Policy Institute calls for a stricter definition of "permissionless," with an emphasis on reviewing transaction verification, control over rule modifications. Hedera advocates expanding the scope of application to allow public chains that use licensed verification nodes to participate in Wall Street organizations. SIFMA also requests further clarification of the standards. Officials from SEC stated that companies can begin operations 30 days after submitting their notifications without the need for SEC to approve each blockchain used, but this does not imply regulatory endorsement of the relevant networks. SEC is currently evaluating feedback and may issue supplementary guidelines.
