GENIUS Act Stablecoin Regulation: The Importance of the Final Rules of OCC
2026-10-20 01:20:30
According to CoinMeta, as reported by Coinpedia, the U.S. Treasury Department's NPRM (RIN 1505- AC95) regarding the issuance, offering, and sale of payment stablecoins closed its public comment period on October 19, 2026. The 87 questions raised by the Treasury Department covered issuer licensing, access for foreign stablecoins, reserve composition, and exchange due diligence requirements. Although the comment period has closed, the final regulations have not yet been released. President Trump signed GENIUS Act on July 18, 2025, requiring regulatory agencies to implement the regulations by July 18, 2026. Since that deadline has passed, the new effective date is January 18, 2027. OCC expects to release the final stablecoin regulations in November 2026. This NPRM establishes new regulatory guidelines that define who is allowed to legally issue, offer, or sell payment stablecoins. Under the act, issuers are categorized into two types: qualified payment stablecoin issuers (PPSIs) and foreign payment stablecoin issuers that meet the requirements of Section 18 (FPSIs).
