The South Korean government has officially proposed to postpone the implementation of the cryptocurrency income tax from January 2027 by another two years to 2029. Finance Minister Lee Hyung-eui stated that this will be the fourth extension since the tax regime was introduced in 2020. The government argues that this move is aimed at improving tax regulations, establishing a mechanism for exchanging information on overseas transactions, and preparing a more comprehensive system for tax declarations and supervision in the future. Under the current plan, the portion of annual cryptocurrency earnings exceeding 2.5 million Korean won will be taxed at 22%, with the tax rate itself remaining unchanged. The government also plans to introduce a loss carryforward system for up to three years and establish a joint public-private working group.

Why Has South Korea Postponed the Crypto Tax to 2029?

South Korea has announced plans to postpone the implementation of cryptocurrency income tax for another two years, moving the original deadline from January 2027 to 2029, in order for authorities to formulate new tax regulations and establish a system for reporting overseas transactions.

  • The South Korean government has officially proposed to postpone the cryptocurrency income tax from January 2027 to 2029.
  • Finance Minister Lee Hyung-eui stated that this proposal will be the fourth extension to the tax system since its introduction in 2020.
  • The planned tax rate of 22% for annual encryption earnings exceeding 2.5 million Korean won (1,869 US dollars) will remain unchanged.
  • Seoul has cited delays in the exchange of encrypted tax information with the United States and the fact that regulatory preparations are not yet complete as reasons for the postponement.
  • The government plans to introduce a three-year loss carryforward clause and establish a joint public-private working group.

According to Yonhap News, Finance Minister Lee Hyung-ik confirmed the government's stance at a press conference held in Seoul on November 5th. This extension will be the fourth time since South Korea introduced its cryptocurrency taxation framework in 2020, but it still requires parliamentary approval before it can take effect.

The government intends to use this additional time to make up for the gaps in tax collection and management, especially targeting investors who trade through overseas cryptocurrency platforms.

South Korean crypto tax faces its fourth extension

South Korea initially planned to levy taxes on cryptocurrency gains starting from January 2022 after enacting legislation in 2020. Subsequently, the authorities postponed the implementation date to 2023, then to 2025, and finally set it for January 1, 2027.

The latest proposal would extend this timeline by another two years, due to the government's growing concerns regarding the ability to accurately obtain information on cryptocurrency transactions.

Li said at a press conference on Thursday, 'With a heavy heart, I announce that I am proposing to postpone the taxation again.'

The finance minister admitted that South Korea has postponed this measure three times. He stated that officials will work with legislators to establish a tax collection and management system that can operate effectively when it is implemented in 2029.

According to the current framework, cryptocurrency investors are required to pay a total of 22% in taxes on the portion of their annual earnings that exceeds 2.5 million Korean won.

This tax rate includes 20% national tax and an additional 2% local tax. Only earnings that exceed the annual tax-free threshold are subject to taxation, which means that investors with earnings below this threshold do not need to pay the proposed taxes.

For example, if an investor's eligible annual income is 5 million Korean won, then 2.5 million Korean won of that amount is subject to taxation, resulting in a tax liability of 550,000 Korean won.

Delayed tax collection plan due to shared encryption transaction data in the United States

The government regards international tax information exchange as one of the main reasons for seeking another extension.

South Korea is not expected to start exchanging cryptocurrency transaction information with the United States until 2029, which has raised concerns among authorities about implementing such a tax before they have access to comparable information on overseas transactions.

Officials believe that if transactions conducted through foreign platforms remain difficult to monitor, implementing such measures in advance could put local Korean investors and exchanges at a disadvantage.

This issue has previously drawn the attention of members of parliament, who have questioned whether the government is able to enforce the same rules on investors using local and overseas services.

As previously reported by crypto.news, in October, the presidential office supported another extension due to officials' concerns regarding incomplete preparatory work and the ability to obtain records of overseas transactions.

Further issues surrounding transaction declarations focus on how authorities will calculate taxable profits, determine purchase costs, and how to handle assets purchased before the tax law came into effect.

The Ministry of Finance stated that the extension will give officials more time to improve the handling of domestic and international transactions, while maintaining the principle that "investment income is subject to taxation."

Government proposes a three-year deduction for encrypted asset losses

While adjusting the implementation date, Seoul is also preparing to modify the way in which losses from cryptocurrency investments are handled.

The government hopes to allow investors to carry forward eligible losses for up to three years in order to deduct them from future taxable earnings.

The Ministry of Finance stated that such provisions are beneficial for investors whose crypto assets experience significant price fluctuations across different tax years.

The department stated that the proposed system will refer to practices in other markets, including those of the United States and the United Kingdom.

Officials also plan to establish a public-private joint working group to review the tax framework, clarify reporting requirements, and simplify the tax filing process for cryptocurrencies.

The Ministry of Finance stated: "The working group will hold its first meeting soon."

The discussions are expected to continue until the first half of 2027, covering topics such as the handling methods for different types of cryptocurrency transactions and the administrative systems required for taxation.

The Ministry of Finance stated that it plans to submit legislative amendments during the regular session of Congress in 2027.

National Assembly members still need to approve South Korea's revised tax deadline.

The government's statement came after months of political discussions regarding whether the crypto tax should be implemented as planned.

In August this year, despite calls for another extension, officials maintained the deadline of January 2027 in the government's tax reform plan.

As members of parliament questioned the readiness of the reporting system and the handling of cryptocurrency transactions outside South Korea, opposition to this timeline grew louder.

On November 3rd, members of the ruling Democratic Party suggested postponing tax payments until 2029, citing the same reasons as before: issues with overseas tax declarations and the incomplete legislation regarding digital assets.

The government's new stance supports this proposal, but to change the current statutory start date, parliamentary approval is still required.

The Ministry of Finance also stated that it will cooperate with the Financial Services Commission to accelerate legislation related to digital assets, including measures aimed at protecting investors and establishing clearer rules for cryptocurrency companies.

Blue Wave Impacting Data Center Stocks Due to Increased Regulatory Prospects
Following the Democratic Party's overwhelming victory in the mid-term elections on Tuesday, stocks related to Neocloud were sold off on Wednesday, with companies such as CoreWeave, Nebius, and Iren experiencing declines.
