Qtonic Quantum Appoints the former Commander of NATO Allied Land Command to be responsible for operations

Qtonic Quantum Corp indicates that with the commencement of the federal migration deadline, the company has appointed former NATO Allied Land Command commander and retired U.S. Army Lieutenant General Roger L Cloutier Jr to be responsible for the company's operations.

The company stated that Cloutier is one of the four retired generals who currently lead and provide advisory support for Qtonic Quantum. Mark E, a retired lieutenant general of the United States Air Force, once served as the deputy commander of the Air Force Global Strike Command and is now the chairman of the company's Defense Innovation Committee. Milford H, a retired lieutenant general of the United States Army, and Beagle Jr also served in prominent roles; Beagle Jr formerly commanded the United States Army Joint Forces Center and is currently a senior member of the Allied Defense Committee. Shan K, a retired brigadier general of the United States Army, was previously in charge of the Army Dental Corps and hospital command, and is now collaborating with the company to advance healthcare security initiatives.

The company stated that this appointment comes at a critical juncture as post-quantum cryptography moves from policy to implementation. Executive Order 14412, "Protecting the Nation from Advanced Cryptographic Attacks," was signed on June 22, 2026. According to the U.S. Department of Defense's post-quantum cryptography strategy, unless otherwise specified, all systems must support quantum-resistant algorithms by December 31, 2030, and must actually use these algorithms by December 31, 2031. The company noted that various components of the defense department now have clear timelines to follow, and Qtonic Quantum expects that contractor systems connected to the defense network will also adhere to the same schedule.

The company stated that Cloutier will be responsible for the company's organizational structure and daily operations. Two products targeting enterprises and federal agencies will be at the core of this work: QScout is used to inventory an organization's cryptographic assets and generate signed CycloneDX 1.7 cryptographic asset inventories; QSolve then executes a prioritized migration plan.

The company stated that these four senior officials will work together with the company's advisory team, which includes former Deputy Director of the National Security Agency of the United States, Richard H, Ledgett Jr, as well as former Executive Assistant Director for Infrastructure Security at the Cybersecurity and Infrastructure Security Agency of the United States, David Mussington.

Cloutier indicates: "Every command post I have directed has ultimately come down to one question: whether the plan is still viable in the face of reality? The organizations that will meet these deadlines are those that treat password migration as an action to be carried out systematically—there must be a list, a sequence, and someone responsible for each step. This is the work I intend to advance here."

Beagle represents: "My last command position was at the Army, where I was responsible for drafting regulations and training the leaders who would implement them. The most challenging part is not so much deciding what to do, but rather ensuring that a large organization completes its tasks on time. Both Roger and I have commanded the Army Training Center located in Fort Jackson. I took over that same position two years after he left, and the foundation he laid still remains in place. Anyone facing a deadline in 2030 will need someone who has previously driven large organizations to complete transformations before strict deadlines."

Bagby indicates that hospitals rely on systems that cannot be shut down and data that cannot be leaked; therefore, post-quantum migration is first and foremost an operational issue, and only secondly a technical one. Roger taking over operations means that the medical system will have a plan that respects its actual mode of operation.

The company stated that Cloutier, Beagle, and Bagby are available for interviews through the media contacts listed below.
