Freedom Holding Corp. It indicates that efforts are being made to advance the construction of artificial intelligence infrastructure in Kazakhstan, which includes a " Sovereign AI Hub " worth $2 billion, as well as the first public GPU cloud planned to be launched in 2027. The project aims to expand access to computing resources for enterprises, developers, and public institutions.
According to Freedom, this “Sovereign AI Hub” is being advanced under the framework of an agreement signed with Kazakhstan's Ministry of Artificial Intelligence and Digital Development in November 2025. The project plans to utilize 100 megawatts of available electricity at the site. Freedom is the lead financing and implementation partner of the project and will be responsible for operating the center.

The company stated that the proposed infrastructure will support the training of the AI model, large-scale data processing, as well as the development of AI services for commercial and government departments. The access to shared computing resources will enable relevant institutions to develop and run applications without the need to build their own server infrastructure.
Freedom Holding Corp. The CEO Timur Turlov stated that market demand has already reached twice the initial planned capacity of this center. Important potential customers have expressed their willingness to sign five-year leases for future capacity.
Freedom plans to offer its first GPU cluster as a public cloud in 2027, thereby enabling enterprises and developers to access computing power for AI workloads.
The group is also developing “Freedom AI Super Cluster”, targeting government agencies, enterprises, and the scientific research community, with the first phase planned to launch in the first quarter of 2027. The new data center for Freedom Cloud near Almaty is currently under construction. Freedom Cloud already serves more than 3,400 clients from both commercial and public sectors.
The international technology ecosystem of Freedom covers banking, securities trading, insurance, and telecommunications, as well as lifestyle services such as ticketing, tourism, e-commerce, and food delivery.
On October 23, Turlov met with NVIDIA's founder and CEO, Jensen Huang, in Astana, during the latter's first visit to Kazakhstan. Turlov introduced Freedom's technological ecosystem as well as the company's AI infrastructure plan.
Turlov pointed out that Kazakhstan has established a strong talent pool and is developing technologies in the fields of e-commerce and finance. He stated that, combined with the local AI infrastructure, this will become an important advantage for the country in its global digital transformation.
Freedom indicates that its responsibility is to provide the infrastructure necessary for this development. The company's investment in computing power and cloud services is aimed at helping enterprises and developers transform local expertise into AI applications and digital products.
