除时间限制外,交易所还被要求结合客户风险、持有资产、交易目的和历史行为设置个性化提现额度。对于等待期结束后仍快速发起大额或高频提现的账户,平台应进一步复核。

监测范围扩大到登录和转账

这轮要求不只针对提现时间。监管部门还要求平台加强交易监测和访问监测,识别与客户画像不符的行为,并排查与已知滥用设备有关联的账户。对可疑交易,交易所应更快采取暂停处理、限制提现或冻结账户等措施。

在高风险场景下,监管方还要求平台采用更强的多重身份验证,并加强冒名操作识别。交易所需要核对银行汇款人姓名与加密账户持有人是否一致,发现不符时应及时处理。同时,平台也被要求与警方更快共享诈骗线索和相关信息。

诈骗损失推动监管收紧

日本警方数据显示,截至今年 5 月,日本已记录 18,067 起诈骗案件,损失总额达到 1514.7 亿日元。此前在 2025 年,社交平台投资诈骗案件达到 9,523 起,损失 1288 亿日元;恋爱诈骗为 5,645 起,损失 546.4 亿日元。其中,通过加密资产转账实施的恋爱诈骗有 2,177 起,损失 247.7 亿日元。

日本此前已从银行端加强限制。2024 年 2 月,日本金融厅与警方曾要求金融机构在汇款人姓名与银行账户名不一致时,阻止资金转入加密交易所账户,并加强对可疑转账的监测。此次措施则把类似控制进一步延伸到交易所提现环节。

各平台执行节奏或不同

由于监管部门没有设定统一等待期,也没有给出强制生效日期,不同交易所的执行方式预计会有差异。官方文件提到,如果平台短期内难以完成技术改造,可以分阶段实施。

对用户而言,可能出现的变化包括:首次向新地址提现更慢、必须预登记地址、提现额度更个性化,以及当操作偏离日常模式时需要接受更多验证。部分本就设有限制的平台可能调整较小。以 SBI VC Trade 为例,该平台目前已对部分快速入金资金设置限制,相关资金需到第八天后才能提取或转为加密资产转出。

接下来,市场将关注各交易所的具体公告、JVCEA 是否发布进一步指引,以及日本金融厅是否会把部分要求转为正式监管要求。
