The regulations stipulate that starting from August 28th, commercial housing projects with newly issued land transfer announcements should give priority to the sale of existing houses. The houses sold and the rights to use the construction land must not be mortgaged or under seizure. Real estate development companies are required to disclose the mortgage status of the houses and, when signing relevant agreements with buyers, must clarify the mortgage status and commit to a deadline for canceling the mortgage before completing the contract registration procedures.
