Russian western ports expected to see a reduction of 100,000 to 200,000 barrels per day in crude oil exports in November

According to CoinMeta, and as reported by Reuters, Russian crude oil exports from the Baltic and Black Sea ports are expected to decrease by 100,000 to 200,000 barrels per day in November compared to the previous month. This is mainly due to refineries ending maintenance, increasing processing capacity, and boosting diesel production to meet the demands of the Russia-US diesel supply agreement. The Russia-US diesel supply agreement was reached on October 9th to alleviate the global diesel shortage and price increases caused by disruptions in Middle Eastern supplies. Following that, Russia partially resumed its diesel export quotas, and the United States also relaxed sanctions on Russian fuel exports. At the same time, the risk of Ukraine attacking Russian energy facilities still exists, and shipping delays at the Novorossiysk port in the Black Sea have lasted for nearly three weeks. The decline in Russian crude oil production has also limited further increases in refinery processing capacity, so export plans for November may still be adjusted.
