According to CoinMeta, Jason Smith, the chairman of the U.S. House Ways and Means Committee, has unveiled a 114-page crypto taxation bill titled the "Digital Assets Tax Determination Act" (H.R. 10357), which is scheduled to be reviewed by the committee on September 16 at 22:00 (UTC+8). The bill eliminates taxes on network or transaction fees below $10, but this exemption does not apply to users who have made more than 5,000 transfers in the previous year. High-frequency traders and automated strategies are required to file a full declaration. The bill also includes provisions regarding small transactions, profit and loss accounting, transfers, wash trading rules, mining, staking, and broker requirements, and applies wash trading and deemed sales rules to digital assets, with qualified US dollar stablecoins being exempted.
