She pointed out that this development was "very disheartening" for many market participants who were pushing for legislation and called it "the ultimate way to ensure all future work is done well." Kirkpatrick Bos believes that although regulatory guidance is well-intentioned, it cannot replace actual laws. She stated that legislation is the best way to ensure the future, as it is very difficult to amend or repeal laws, whereas changing rules or guidance is relatively easier.
