Singapore proposes new regulations for stablecoins, covering overseas issuers and interest

According to CoinMeta, the Monetary Authority of Singapore (MAS) issued a consultation paper on September 1st, proposing amendments to the Payment Services Act of 2019 to incorporate stablecoin frameworks into the law and introduce new regulations for overseas issuers, interest payments, and issuer liquidation plans. MAS hopes to gather feedback through this consultation to understand how issuers can qualify under its single-currency stablecoin framework and use the "MAS-regulated stablecoin" label. The proposal will implement the framework first established in 2023 and extend it to areas where stablecoins are becoming increasingly important in the payment and tokenized finance markets.
