According to CoinMeta, the U.S. Securities and Exchange Commission (SEC) has proposed to amend regulations, aiming to bring European Union debt futures under U.S. regulatory oversight and has initiated a 60-day public comment period. As per the proposal dated August 28th, the SEC intends to include debt issued by the European Union within the scope of Foreign Government Securities covered by Section 3a12-8 of the Securities Exchange Act of 1934. This amendment will allow qualified futures contracts related to EU debt to be traded in the United States or among U.S. persons. The Commodity Futures Trading Commission (CFTC) will have exclusive jurisdiction over these contracts. SEC Chair Paul Atkins stated that the proposal will also define EU debt obligations as those issued on behalf of the EU by the European Commission, ensuring they meet the criteria of direct and unconditional obligations.
