According to CoinMeta, the China State Administration for Market Regulation has issued the "Guidelines on the Application of Personal Liability for Monopoly Agreements (Draft for Comment)", with the deadline for comments set for September 10, 2026. The guidelines stipulate that individuals responsible for monopoly agreements may face fines of up to 1 million yuan. The scope of responsible persons includes legal representatives of companies, main responsible persons, and directly responsible personnel. The guidelines clarify that in cases involving key areas such as livelihood protection, ecological environment, production safety, financial capital, or data security, and when national interests are damaged, the relevant individuals will face stricter legal responsibilities.
