When they realized that this delusion could not be fulfilled, they attempted to promote a change of regime, but were unsuccessful; then they tried to split Iran, which also failed; they also tried to arm various groups across the country and in the western provinces, and they admit to having provided weapons, yet that too was unsuccessful."
