Japan's Financial Services Agency requires crypto exchanges to strengthen measures for withdrawal delays

According to CoinMeta, on August 6th, the Financial Services Agency of Japan (FSA) and the National Police Agency requested that cryptocurrency exchanges implement withdrawal delays, address registration, and enhanced fraud controls in response to the surge in losses related to digital assets scams. This request was sent to the Virtual and Cryptocurrency Exchange Association of Japan, which serves as the industry's self-regulatory body. FSA has not set a uniform national waiting period; exchanges should tailor control measures based on their own services and risk characteristics. FSA hopes that exchanges will limit withdrawals by customers after they deposit fiat currency or purchase digital assets, and requires users to register withdrawal addresses in advance, with a waiting period being imposed after adding new addresses. Regulators also require exchanges to strengthen monitoring of transactions and access, and to promptly handle suspicious transactions. According to the latest data released by the National Police Agency, in May 2026, Japan recorded 18,067 cases of special scams, resulting in losses of 151.47 billion yen.
