South African Ministry of Finance and Reserve Bank release draft guidelines on crypto assets

According to CoinMeta, the South African Ministry of Finance and the South African Reserve Bank have jointly released a draft "Cryptocurrency Assets Handbook," which for the first time clarifies the regulatory and reporting requirements for cross-border cryptocurrency transactions. Under the draft, transferring cryptocurrency assets from locally authorized cryptocurrency service providers to overseas platforms or non-hosted wallets will be considered a cross-border transaction and must be handled through authorized service providers, with reports required to be submitted to the Reserve Bank's financial monitoring department. Individuals are only allowed to transfer cryptocurrency assets overseas within their existing foreign exchange quotas. Buying and selling cryptocurrencies using local platforms in Rand does not require reporting, and the public can submit their opinions before September 30th.
