As of July 31st, the Senate has not submitted a motion to advance the bill, which is the first step in getting the legislation passed. Industry insiders say that this week's procedural votes may pave the way for the bill to pass after the recess in September. Senators Ruben Gallego and Tom Tillis have submitted revised proposals on ethical guidelines to the White House, and ethical issues remain the biggest obstacle to advancing the bill. Meanwhile, negotiations regarding stablecoin reserves, law enforcement agencies, and other issues are underway, but they are relatively simpler. If Gallego and Tillis' proposals are approved by the White House, it could accelerate the progress of the bill.
