South Korea proposes to establish regulations for stablecoins before a digital assets law

According to CoinMeta, a policy report from South Korea suggests allowing stablecoin issuers greater flexibility before the establishment of a Digital Assets Basic Act, and provides temporary licensing guidelines. The report summarizes a seminar held on June 23, which included participants such as legislators, legal experts, and industry stakeholders. The Digital Assets Basic Act is intended to establish South Korea's first comprehensive framework for digital assets, covering stablecoins, issuance, disclosure, and market regulations. However, legislators have not yet reached an agreement on multiple bills, and disagreements over stablecoin issuance have delayed the legislative process. Democratic legislator Ahn Doo-rye stated that policymakers are considering a compromise plan under which banks would retain most of the ownership, while fintech and non-bank companies would manage the operations.
