Sources familiar with the matter suggest that Cooper's aggressive plan aims to break the deadlock of the previous tit-for-tat airstrikes by dramatically escalating the conflict. In the series of plans he developed, this “forceful approach” would reduce the need for the United States to use defensive ammunition, as Iran's attacking capabilities would be weakened.
